On the outset of the battle in 2001 when Mr Biden was a US senator, he outlined the long-term goal of the American army intervention, saying: “Our hope is that we’ll see a comparatively secure authorities in Afghanistan, one which… gives the inspiration for future reconstruction of that nation.”
